Study says transit agencies could lose as much as $162 million per year by 2030 The Free-rides program rammed through the legislature by former Gov. Rod Blagojevich cost the CTA, Metra and Pace between $38 million and $116 million last year, according to a final report by the University of Illinois at Chicago.
